The assault caused the partial closure of the CTA tunnel and the Terminal 3 parking area.

An additional two individuals have been arrested related to a theft at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to police.

A 24-year-old man, was taken into custody in Lambeth on suspicion of robbery and assault and a 23-year-old woman was arrested on suspicion of conspiracy to commit robbery. Both individuals are still being held, the force said.

The arrests follow an investigation into an assault at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the incident, a pair of female travelers had stolen from them their suitcases after getting out of a car park lift.

A toddler aged three was one of the those hurt in the event. A total of five individuals went to hospital for treatment and have since been discharged.

Police arrested a man in his thirties for suspected robbery and assault near the location. He has since been released under investigation as the investigation proceeds.

Authorities were called at about 8:10 in the morning GMT after reports came in regarding several individuals hurt by a noxious substance believed to be an irritant spray.

The attack - an event that authorities stated was isolated and not being treated as an act of terror - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the Terminal 3 parking facility briefly.
